Celebs aside, rehab can work

Lindsay Lohan is back in rehab. It's not surprising, really. How serious can one be about overcoming addiction when one jumps back into the Los Angeles party circuit — wearing an ankle bracelet designed to measure one's blood-alcohol content — days after checking out of a chic substance-abuse treatment center?

Lohan faces new charges of misdemeanor drunken driving, felony cocaine possession and driving on a suspended license following an incident early Tuesday morning. She had been out of rehab less than two weeks.

It is not unusual to relapse in substance abuse recovery, celebrity or no. Actor Daniel Baldwin, who allowed ABC News' "Primetime" to tape various stages of his three-month drug-treatment program in Malibu, Calif., reportedly tried nine other treatment centers in his battle with addiction.

Chechen Officials Inaugurate HIV/AIDS Center

Senior Chechen officials on Wednesday at a public ceremony in the capital of Grozny inaugurated a center for people living with HIV/AIDS in the republic, Reuters reports. "Of course, the mentality of the Chechen people does not allow us to speak about problems such as AIDS and drug addiction because Chechens never faced such problems," Kheda Aidamarova, chief doctor of the clinic, said, adding, "The traditions of the Chechens did not allow people to lead a dissipated lifestyle. But today, as a result of the war, there is chaos in society, which has led to problems like AIDS and drugs and people exhibiting low moral standards." Aidamarova also said that Chechens should not "turn away from people who have problems like AIDS. Our aim is that people should not keep their problems to themselves but that they should feel support." According to Reuters, billboards promoting the AIDS center have been placed around the city.

Shanghai to get camp for Web addicts

Forty youngsters addicted to the Internet will participate in the first summer camp in China to help online addicts get back to normal.

The 10-day camp, which is recruiting participants from Shanghai, will open at the end of the month.

To be considered for the experimental program, potential campers aged 14 to 22 can visit the site with their parents to take a psychological test and speak with professional counselors for evaluation.

According to research by Shanghai's youth affairs office, those seriously addicted to the web should receive medical help, but this rarely happens. A low level of Internet addiction is believed to exist in more than 10 percent of Shanghai youngsters.

Formerly jailed gay couple allowed contact with each other

In a decision handed down Wednesday in Philadelphia, a gay couple jailed for selling drugs will be allowed contact with each other while they serve out supervised releases.

It's customary for the U. S. Probation Office to bar people from associating with other felons while on supervised release, but it ordinarily makes exceptions for close family members. Steven Roberts and Daniel Mangini were denied their request to be together during their probationary period, however, because their relationship was not heterosexual, according to the American Civil Liberties Union, which represented the two men in their lawsuit against the probation department.

When Mangini learned the good news, he promptly contacted partner Roberts. Until that moment, Mangini had been barred from speaking with Roberts for more than a year.

Out of rehab, Lohan's arrested / She's booked on suspicion of DUI, cocaine possession

Lindsay Lohan and her handlers had hoped to keep her sobriety going with a special ankle bracelet that monitored her alcohol intake through her perspiration.

Instead, the technology -- used by Los Angeles County authorities and other celebrities trying to go straight -- just helped chronicle her fall off the wagon.

The 21-year-old actress was arrested Tuesday after the mother of one of Lohan's assistants dialed 911 to report that she was chased by Lohan in her SUV. The assistant had quit her job just hours before, police said.

Police said the actress failed an alcohol breath test, blowing between 0.12 percent and 0.13 percent -- over the California limit -- when police stopped her at 1:35 a.m. While in jail, officers found a small amount of cocaine in her pocket, said Santa Monica police Lt.
